Taichung City’s Environmental Protection Bureau has purchased Taiwan’s first drone equipped with a FLIR infrared gas imaging system — a milestone for technology-enabled environmental enforcement. The system’s key capability is making invisible pollution visible: it can visualize more than 400 types of volatile organic gases, precisely locating leak and emission sources that previously required close-range field deployment.
Taichung’s aerial enforcement has evolved step by step: earlier patrols carried thermal imaging cameras, mainly detecting high-temperature stacks and night-time illegal discharge with solid results. The new gas-imaging drone further strengthens aerial evidence-gathering — rapidly pinpointing pollution sources, reaching sites ground inspections cannot access (such as internal piping and elevated stacks), and capturing real-time environmental data to close the gaps in ground-level inspection.
The Bureau has drilled at the Houli incineration plant, checking factory external piping and damaged or bypassing stacks in a real plant environment, and has already recorded actual violation cases. Bureau Director-General Chen Hung-yi noted that wide-area, wide-angle patrols cover locations personnel cannot easily reach, secure pollution evidence, make enforcement proactive and technology-driven, while keeping frontline staff safe.
On the regulatory side, illegal discharge can result in fines of up to NT$20 million under the Air Pollution Control Act — and technology-enabled evidence-gathering gives such penalties a solid factual basis. The Bureau says the gas-imaging drone will be deployed for air-pollution patrols across manufacturing plants at regular intervals, continuing to protect Taichung’s air quality.
